Safe Work Australia Proposal to License Straddle Carrier Operators – Marine Business News

Ministers responsible for work health and safety have tasked Safe Work Australia (SWA) with reviewing the high-risk work (HRW) license framework for cranes. This review aims to ensure the framework aligns with contemporary work practices and equipment. In response, SWA is seeking feedback on several proposed improvements to crane licensing, detailed in a discussion paper accessible here.

Key Proposals in the Discussion Paper:

  • Organising Licenses by Function: Shifting the focus from lifting capacity to specific functions of cranes.
  • Practical Experience Requirements: Mandating practical experience for crane operators.
  • New Licenses Introduction: Proposing new licenses for telehandlers, piling rigs, and straddle carriers.
  • Structural Changes in Training: Aligning training programs with specific skills and crane functions.
  • Prerequisite Training for Overwater Operations: Introducing a mandatory training course for operating cranes on vessels overwater.
  • Improving the Rigging License Framework: Enhancing the current rigging license structure.

Each of these proposals is expanded upon in the discussion paper, with particular emphasis on Proposal #3, which suggests the introduction of a license for Straddle Carrier Operators.

SWA is seeking feedback on these proposals, with a submission due by 31 July 2024. The MIA has already submitted its feedback and made a comprehensive submission.
